Bringing Norms Back to Law and Constitutionalism

Summary  Informal rules and practices have allowed the three branches of government to exercise power while constraining that power. When these norms erode, then American political institutions still have all their funding and coercive power without the informal practices that have limited state authority. This talk considers the perils to constitutional democracy when formal institutions are hollowed out and suggests ways that norms can be restored.
