Description of Wayward Girls by Susan Wiggs:

Set during the Vietnam War in Buffalo, NY, this is a historical novel about eight girls at the Home of the Good Shepherd – an industrial laundry and Catholic reform school. A tale of hope, solidarity, and the enduring strength of young women who find the courage to break free and find redemption . . . and justice.
